The Concerned Classified City Employees Group — which, during the Sept. 19 New Orleans Civil Service Commission meeting raised its objections to proposed civil service rules changes for city employees — has filed a formal complaint against commission vice chairwoman Dana Douglas.
During the meeting, Douglas stopped the group's attorney, Arthur Smith, from completing his full presentation. Smith had planned on reading interview material from state employees whose departments had undergone similar changes as those proposed by the Landrieu administration. Smith said that new layoffs procedures, and other changes like those the city is considering, eroded both worker morale and confidence in the State Civil Service Commission.
Douglas told Smith that since he had already put that testimony into a written letter, that was sufficient for the commission, and there would be no need for him to present it aloud. In its complaint, filed today, the employees group calls Douglas' move a "blatant disregard of the official response" by Smith.

The Concerned Classified City Employees make this formal complaint against Civil Service Commission Member, Dana Douglas, for her blatant disregard of the official response by Attorney at Law, J. Arthur Smith representing Concerned Classified City Employees against Mayor Mitchell Landrieu and his Administration's proposed changes to Rule XII and other matters.
Commission Member Douglas denied Concerned Classified City Employees, through our Attorney, Mr. Smith, the legal right to a full, complete and uninterrupted presentation before the Civil Service Commission. The Concerned Classified City Employees Group was on the meeting agenda as item #3. Therefore, Attorney Smith should have been allowed to present his information without interruption on this very important matter. The jobs of hundreds of Classified City Employees are at stake. The Concerned Classified City Employees are requesting to be placed on the agenda of the next Civil Service Commission meeting scheduled for Monday, October 17, 2011 to address this complaint.
